Steven was born on October 16, 1949 in Mt. Vernon, a son of Russell and Margaret (Horsburgh) Winchell, Sr.. He married Deborah Ann Fries on May 18, 2001 in Peoria.

Steven was last employed as an automotive detailer for Auto Lane in Peoria. He was also a member of the Christian Assembly Church in Peoria.

He enjoyed listening to Country music, playing cards, fishing and bingo. He loved spending time with his children and visiting family and friends. He was a very good person and had a great heart. He was very thoughtful of others, very forgiving, full of spunk and ornery. Steven will be remembered as a very loving, giving and caring man.
